David W. Avery, M.D. – Health Officer
Dr. Avery has served as the Medical Director for the Mid-Ohio Valley Health Department since January 1, 1987.

Dr. Charles Frederic Whitaker, III M.D.- Health Officer

Dr. Whitaker graduated from Parkersburg High School in Parkersburg, WV in 1962. He then went to Allegheny College in Meadville, PA where he graduated in 1966 with a BS Biology. Dr. Whitaker earned his MD in 1970 from the University of Pittsburgh Medical School in Pittsburgh, PA. He is very experienced in the health field having worked at the National Health Service Corp, Region V where he served as Lt. Cmdr. in Hale, MI at the Huron Forest Medical Center, the West Branch Regional Medical Center and St. Joseph’s Health Systems in Michigan, St. Joseph’s Hospital in Parkersburg, Camden Clark Memorial Hospital, Health South, and at his own own private pediatric practice.

Regional Public Health Administrator

Eric Walker, Executive Director

Eric Walker got his Bachelor’s Degree in Business Management with an emphasis in finance as well as an Associate’s Degree in Computer Information Systems from Brigham Young University-Idaho. He has served as the Director of Financial Services with MOVHD since February 2016. Eric has expertise in Personnel Management, Program Management, Administration, Finance and Budgeting. Over the past 10 years, he has worked in management teams within defense contracting and regional public health industries.



Financial Services for Mid-Ohio Valley Health Department, a region of six counties and three WIC locations, are processed at the Parkersburg location. Purchasing is administered by use of a purchase order system in compliance with the State of WV guidelines for bids and quotes.

Mid-Ohio Valley Health Department is compliant with laws regulating the protection of Electronic Protected Health Information (EPHI). Policies and procedures are established to assure protection of and prevention of access to a client’s Protected Health Information (PHI).

Funding and Fees
Many services at Mid-Ohio Valley Health Department are funded by Medicaid/HMO’s, and programs through the West Virginia Bureau for Public Health, PEIA, or Medicare. Some programs may use a sliding fee scale based on Federal Poverty Guidelines to calculate the portion of payment for which a client is responsible.
